Publication name: Welfare reform and impact on life course groups

Description: The Welfare Reform Act 2012 introduced significant reforms to the welfare system. This paper aims to provide a brief account of available information on these changes. The report comprises a factual compilation of the changes occurring to the welfare system with some analysis illustrating how these reforms are likely to apply to priority life course groups. Given the existing body of work on the topic, this report does not examine the impact of these welfare reforms.

NHS Health Scotland considers the effect of welfare reform when developing and prioritising its work programmes and how it can support local Health Boards and other partners to mitigate negative impacts on health. NHS Health Scotland understands that the programmes of reform to the welfare benefits system may have serious implications for health amongst those affected and that this will lead to an increase in inequalities in health in Scotland.
