Background to the tobacco tools

The outcomes framework for tobacco control is based on logic models adapted from the US Center for Disease Control and Prevention (CDC) publication, Key Outcome Indicators for Evaluating Comprehensive Tobacco Control Programmes. The models have been revised to incorporate recent policies and up-to-date UK evidence.

What criteria did we use in building the logic models?

In addition to supporting the development of Single Outcome Agreements (SOAs), National Health Service Health Scotland (NHSHS) is also using the framework to help plan a monitoring and evaluation strategy for the Tobacco and Primary Medical (Scotland) Act, 2010.

The National Performance Framework and local SOAs both have high-level outcomes related to smoking, such as reducing adult smoking rates and reducing deaths from smoking-related diseases. The outcome framework identifies partner contributions that will help achieve these outcomes.
