Health Scotland has coordinated a policy review of the effectiveness and appropriateness of the implementation of the Scottish Diet Action Plan following nine years of implementation (1995-2005).

SDAP Review Report

The Review of the Scottish Diet Action Plan was commissioned by the Food and Health Council of the Scottish Executive in July 2005.

Health Scotland co-ordinated the delivery of this review and released the final report in September 2006.

The report examined the progress, impacts, successes and challenges that arose from the implementation of the 1996 Scottish Diet Action Plan, as well as identifying strategic priorities for Scotland's future policy on improving the Scottish diet.

Purpose of Review

The purpose of the review is to draw together evidence of progress and achievements from a variety of sources and provide some overarching observations, conclusions and recommendations for future food and health policy in Scotland.

The review will report to the Scottish Food & Health Council and feed into the development of future food and health policy in Scotland.

SDAP Review Panel

The review has been conducted by an independent Review Panel:

Prof. Tim Lang (Chair) – Professor of Food Policy at City University, London - t.lang@city.ac.uk.

Tim Lang is Professor of Food Policy at City University, London. He specialises in how policy affects the shape of the food supply chain, what people eat and the societal, health, and environmental outcomes. He is a Fellow of the Faculty of Public Health, and a Vice-President of the Chartered Institute of Environmental Health.

He was a founder member of Sustain, the 100+ NGO UK alliance, and chair 1999-2006. He is a frequent advisor / consultant to the World Health Organisation. In 2003-04, he was a special advisor to the UK Parliamentary Health Committee Inquiry into Obesity, and is an advisor to the UK’s Office of Science & Technology on the obesity Foresight programme.

He is co-author, with Erik Millstone, of The Atlas of Food (Earthscan, 2003) which won the Andre Simon award for 2004, with Michael Heasman wrote Food Wars (Earthscan, 2004) and with With Yiannis Gabriel wrote The Unmanageable Consumer (Sage, London, 2nd edition 2006).

Prof. David Hunter – Professor of Health Policy and Management at Durham University and Chair of the UK Public Health Association.

Dr. Helen Crawley (Writer for the Review Panel) – Kingston University, London.
A registered dietitian and registered public health nutritionist, currently working as a Senior Lecturer at Kingston University, part-time Science Director of a small public health nutrition charity, The Caroline Walker Trust, and an independent public health nutritionist.

Recent work includes the writing of resources on Eating Well for a number of population groups, and preparation of nutrient based standards and guidance for children both under 5 and of school age as well as nutritional guidance for all public institutions.

Previous experience working in academia, in research and in Government and writing a wide range of both scientific and non-expert publications.

The SDAP Review is the first of an ongoing series of policy reviews that are being conducted by Health Scotland for the Scottish Executive to inform future policy direction and improve the effectiveness of the policy implementation process.

The policy reviews are focusing on the main strategic priority areas that make up health improvement policy in Scotland.
