Health Scotland has a co-ordinating role in evaluating the implementation, progress and impact of health improvement policies in Scotland, as set out in Improving Health in Scotland: The Challenge (2003)

We also work to strengthen capacity and expertise around programme planning, monitoring and evaluation.

Ultimately, all of our work in this area is aimed at developing a culture of innovation and experimentation within which evidence, evaluation, review and learning are integral parts of policy and practice development.

Outcome Planning & Performance Management

Health Scotland has a leadership role in supporting the achievement of health improvement (HI) outcomes delivered via a complex, multi-level partnership-based system.

Policy Evaluation

Policy Evaluations assess the implementation and impact of recent, national-level interventions, like the Ban on Smoking in Public Places.

Programme Evaluation

Evaluations of local initiatives that are implemented locally, such as the National Demonstration Projects and the Keep Well pilots.

Policy Reviews

Independent expert reviews are conducted of established national health improvement strategies policies such as the Scottish Diet Action Plan and the Mental Health Policy Review.

A programme of work to develop leadership and support for outcome planning, monitoring and evaluation at local and national levels and to build expertise in conducting and using evaluations.
