Review of Health Improvement Performance Management (HIPM)

NHS Health Scotland has been commissioned by Scottish Government to develop a set of tools and processes to support health improvement outcome focused planning.

These tools are:

• consistent with the national performance framework including SOA and HEAT
• evidence informed
• Potentially helpful in assisting partners clarify their distinct contributions to partnership planning and delivery

NHS Health Scotland held an engagement event on 8 and 9 October 2008. This aimed to assess and improve the value of the draft tools developed in the Health Improvement Performance Management (HIPM) review for those involved in local planning and performance reporting on shared outcomes in the context of Single Outcome Agreements (SOAs) and HEAT. Representatives from local authorities, the NHS and the community and voluntary sectors across Scotland were invited.

The event set out to:
• describe the work completed to date in the HIPM review
• share and discuss the outputs of the HIPM review, including potential indicators in relation to SOAs and partnership planning and the revisions to HEAT
• assess the utility of the tools through dialogue with service level and senior managers from partner organisations
• identify potential improvements to increase their utility for planning, performance reporting and performance management at a local level
• identify if there are future support needs locally

One of the conclusions from the event was that SOAs and the development of implementation and monitoring plans underneath the SOA is very much a journey and that the tools in their current forms are useful to share. Further work on developing the tools following feedback from the event is on-going.
