Sexual health and Blood Borne Virus policy initiatives in Scotland.

Sexual Health and Blood Borne Virus Framework 2011 - 2015

The Sexual Health and Blood Borne Virus Framework (external link) brings together four significant areas of public health policy; sexual health and wellbeing, HIV, hepatitis C and hepatitis B. It builds on existing and successful policies such as the Hepatitis C Action Plan (external link), the HIV Action Plan 2009-2014 (external link)and Respect and Responsibility (external link). These policies remain intact and relevant and will be strengthened in a holistic approach to sexual health and BBV by making strong links not only between these four policy areas but also promoting joined up working across other key areas including education, the early years and drug and alcohol misuse.

Focused on an outcomes based approach, the Framework is firmly anchored in shared ownership and joint working with a key focus on challenging inequalities. Multi-agency, partnership working is central and the Scottish Government, the NHS, Local Authorities and the Third Sector all have vital roles to play in delivering the outcomes.

The Framework Outcomes are:

1. Fewer newly acquired blood borne virus and sexually transmitted infections; fewer unintended pregnancies.

2. A reduction in the health inequalities gap in sexual health and blood borne viruses.

3. People affected by blood borne viruses lead longer, healthier lives.

4. Sexual relationships are free from coercion and harm.

5. A society where the attitudes of individuals, the public, professionals and the media in Scotland towards sexual health and blood borne viruses are positive, non-stigmatising and supportive.

With a focus on health improvement, NHS Health Scotland will contribute to the above high level framework outcomes through a programme of activities. This will provide strategic support, work to build knowledge and capacity and offer specific evidence informed guidance to NHS Boards and we will support Scottish Government when required to ensure that sexual health improvement delivery is collaborative, safe, evidence informed and communicated effectively.

NHS Boards and their partners are working towards achieving these outcomes.

At a national level, progress is monitored by the National Sexual Health and HIV Advisory Committee (external link) chaired by the Minister for Public Health and Sport.
