What is Building Evaluation Capability?


'Building evaluation capability' can mean many things. For Health Scotland's work the aim is that the people and organisations involved in Scotland’s HI system should have necessary skills, resources, processes and incentives in order to;

  • frame, design and conduct discrete evaluations
  • manage ongoing evaluative activity and monitoring.

Evaluation Support for Policy Planning at National Level

Much of the evaluation support work undertaken by Health Scotland involves working with policy/strategy and programme teams to help them develop outcomes-focused implementation planning (using logic models) and on the basis of this to develop plans for monitoring and evaluation.
