Starting Well Health Demonstration Project

Following publication in 1999 of the White Paper on Public Health, Towards a Healthier Scotland (external link), four national demonstration projects (external link) were funded by the Scottish Executive.

Starting Well was the National Health Demonstration Project for child health. Led by the Glasgow Healthy City Partnership, it involved collaboration between partner organisations that represent a range of statutory, voluntary and research/academic interests.

About Starting Well

The project aimed to demonstrate that child health in Glasgow could be improved by a programme of activities that both supports families, and provides them with access to enhanced community-based resources.

From March 2006, the service became mainstreamed and changed its name to Parents and Children Together Teams (PACT). Further information on PACT is available through our PACT page.

Portfolio report downloads

Starting Well produced a Portfolio of reports from Phase One which has now been supplemented with information about Phase Two. Independent evaluation

The Scottish Executive commissioned the former Health Promotion Policy Unit at Glasgow University to undertake independent evaluation of Starting Well. This evaluation considers the project’s theoretical underpinnings and processes, impact, and policy implications.

Starting Well Database Analysis

The PEACH Unit (Paediatric Epidemiology and Community Health) at Yorkhill Hospital analysed the Starting Well internal database of family information. The report, published in January 2007, provides analysis of the targeting of health visitor support to more vulnerable families within the context of Starting Well. The report also discusses aspects of targeting within Starting Well that may relate to the current implementation of Health for All Children 4.
