| Description: | This document is NHS Health Scotland’s third workforce plan. We have produced it in response to the Scottish Government’s policy document, "Better Health, Better Care: Planning Tomorrow’s Workforce Today," which was published in 2007. That document sets out the challenge for workforce planning. “Better workforce planning means that we can use the talents and experience of staff in the best possible way, ensuring that they are able to continue to give of their best and meet the challenges to improve health and reduce inequalities, in addition to delivering healthcare services. Better workforce planning that directly supports the safe delivery of services in a way that is both affordable and sustainable will enable NHS Boards to take full advantage of a flexible and responsive workforce”. Each NHS Board is required to produce a workforce plan annually. This year the plan must be published by 30 April 2008. This plan is based on NHS Health Scotland’s purpose, strategy, business plan, local delivery plan and financial plan, which in turn are informed by Scottish Government policy. As a Special Health Board with a health improvement remit and a relatively small and cohesive staff, NHS Health Scotland does not have the challenge of addressing many of the service change and workforce issues which geographical clinical service delivery Boards have to face. Nevertheless, there are challenges ahead and this document attempts to put them in context and assess their impact. |
