| Description: | The Small Projects Award Scheme (SPAS), a constituent part of the capacity building strand of NHS Health Scotland's Mental Health and Well Being in Later Life programme, was developed to enable local groups and initiatives across Scotland to support the mental health and wellbeing of older people, and to share this learning at regional and national levels. Ian McKenzie Consulting Ltd was commissioned by NHS Health Scotland to provide assistance to the 9 diverse projects that emerged successful following a 2 stage application process. The projects ranged geographically from Shetland to the Borders, and focused on a diverse range of areas. The overall aim of the consultancy was to provide support, information and training to the SPAS projects, including; project development; awareness and sources of evidence; data collection, monitoring and evaluation skills and strategy development. The specific objectives of the consultancy were to assist projects to assess the effectiveness of their interventions in terms of the improved mental health and well being of their participants. The approach of the consultants involved working closely with the key programme stakeholders to develop a monitoring and evaluation framework that would provide both a standardised common reference point for all the projects, and yet be broad enough to meet the differing requirements of individual project. The various elements that constituted the training, development and evaluation support are detailed. An evaluation of each Project’s experience of participating in the SPAS Programme was undertaken. The report also presents brief reports on the 8 completing SPAS projects and also identifies and discusses the key issues that arose across the programmes of work, and contrasts and compares the similarities and differences that characterised the individual project journeys. |
