The Fair for All agenda in NHS Scotland was about developing a culturally competent health service whose aim was to eliminate discrimination and promote equality of opportunity for everyone.

The proposal to establish the Equalities and Planning Directorate included providing a permanent home for the Fair for All strands, which, up until 1st April 2008, worked as separate teams to ensure that ‘whatever the individual circumstances of people’s lives … they have access to the right health services for their needs’ (Partnership for Care, Scottish Executive, 2003).

Further background and context to the Fair for All agenda is set out in Background to Fair for All Agenda and Strands .
